Japan Overflight Permits and Landing Permits

Business jet operators or commercial airlines wishing to fly over Japan Aerospace must obtain prior approval for overflight permits.

Aircraft registered in ICAO member states do not require an OVF permit. Aircraft registered in non-ICAO member countries such as Taiwan require an overflight permit. In addition, an overflight permit is required for aircraft operating with a test certificate. The lead time for applying for an overflight permit is 3 working days for aircraft not registered with ICAO and 10 working days for aircraft operating on experimental certificates. No paperwork is required for overflight permits, but operators must provide a complete schedule along with route guidance, including the Flight Information Area (FIR) in Japanese airspace.

Landing permits LND are not required for private non-profit flight operations in Japan, except for domestic travel or flights to non-entry airports (AOEs). Usually, all a private operator has to do is secure slots and parking at the airport. The only exception for private operators is travel to domestic airports. In addition, permission is always required for charter flights (irregular commercial flights) to Japan.

Slots at the Japanese Airports

An airport slot is required for all flights to Japan. For charter flights, these slots must be obtained before applying for landing clearance.

General Aviation (GA) airport slots for Narita (RJAA), Haneda (RJTT), Chitose (RJCC) and Osaka (RJBB) can be requested up to the 15th of the month prior to the date of operation. This restriction exists in these four locations due to below reasons:

1) heavy traffic

2) limited availability of ground handlers

3) limited parking

4) limited Customs, Immigration and Quarantine (CIQ) resources. You can always request a slot at any other airport in Japan.

A minimum lead time of 24 hours is generally considered for slot requests. Slot variations vary by airport but are typically -/+ 15 minutes or -/+ 30 minutes.

You need to consider the following:

  • Airport hours: it’s important to confirm that the airports you intend to visit will be open for your desired schedule.
  • Noise restrictions: Noise regulations and noise reduction rules in Japan vary from airport to airport. To fly to Japan, the aircraft must meet Tier 3 or above criteria. Tier 2 operations are not permitted.
  • Extended aircraft parking: It is recommended to check with the ground handler in advance regarding parking availability and restrictions.
  • Additional parking considerations: Hangar space for transient GA is very limited in Japan and should always be confirmed well in advance.
  • Distance between airports and cities: Most Japanese airports are outside the city, with the exception of RJFF and RJTT. Therefore, it is important to consider the travel time to/from the airport. Road congestion in Japan tends to be more pronounced between airports and cities, with the exception of smaller airports and domestic airports.
  • Peak hours of operation: It’s recommended that GA operators be aware of, and try to avoid, peak commercial traffic periods
  • Staging aircraft for departure: Call sign, parking location, destination, intended flight altitude, and alternate flight route must be provided. The pilot should be prepared to start the engine as soon as ATC clearance is received.
  • Ramp Control.
  • Technical stops vs. overnight stops: Overnight stop in Japan often requires a tow service. Depending on the airport and the particular aircraft type, the operator may be required to carry a tow bar or tow head on board. We recommend verifying that the correct towbar is available in your area.

When landing in Japan for a technical refueling stop, crew/passengers may remain on board while the aircraft is being refueled and serviced. If passengers are entering the terminal for duty-free shopping or smoking, we recommend that you notify the ground handler in advance so that arrangements can be made.
