Flight permits are permissions required by an aircraft to overfly, land or make a technical stop in any country’s airspace. And these permits should meet the conditions of International Civil Aviation Organisation (ICAO)

Each CAA in every single country has its own regulations regarding the issuance of flight permits as there is generally a payment involved. The charges normally payable would be the Route Navigation Facility Charges or RNFC for overflights and also landing and parking charges in case of aircraft making halts.

The procedure for issuance of these permits varies from country to country, each country has its civil aviation authority website where you can find all details and regulations related to permits over this country.

What is a special flight permit?

A special flight permit is issued for an aircraft that currently may not meet applicable airworthiness requirements, but is capable of safe flight.

Charges of flight permits, validity and revision

Overflight permits charges are different from country to the other, where Civil Aviation Authorities (CAAs) charge a flat fee for overflight permits, while other CAAs charge by the length of time in the airspace, or even based on the weight of the aircraft.

Permit revision is required when there is a change in departure point, destination, registration number and/or call sign, crew and passenger information, routing, entry and exit FIRs, or add/remove legs.  It’s important to know all procedures for permits revision before any flight as permit validity is related to CAA’s regulations, some may charge for short-notice, others give validity +/- 72 hours, while others only allow the approved flight plan time as given. For example; Russian permits if you arrive at the Flight Information Region (FIR) even 5 minutes early, a permit revision is needed.

Last-minute route changes can cause delays of up to two days in some regions. If too many changes are requested, CAAs may deny revisions. For example, rebuilding a route from Hong Kong to Europe may require several new permits and a couple of days lead time. It’s easier to revise a permit based on the same entry and exit points than to apply for a new permit. So try to keep your schedule as firm as possible and avoid last-minute changes, especially in China, India, and Russia.
